The dollar was little changed against major rivals early Thursday, registering little reaction to a Labor Department report showing initial jobless claims at the highest level since early October. First-time applications for jobless benefits surged by 42,000 to 367,000 in the week ending May 13, but the gain was largely due to a partial government shutdown in Puerto Rico.
