European Central Bank chief economist Otmar Issing said the ECB's monetary policy "does not rule out" an interest rate cut, according to an interview in German daily Handelsblatt. However, Issing also rejected speculation that he tried to pave the way for a rate cut in a recent speech to an ECB conference, the newspaper said.
