Washington, Sept. 19 (BridgeNews) - The Federal Reserve's survey of business reported that economic conditions had not improved since its previous report on Aug. 8. Despite some boost to retailers from back-to-school spending, "overall consumer spending generally was said to be flat to down," the Fed said. The Fed report, called the "beige book," was prepared prior to the Sept. 11th terrorist attacks in New York and Washington.
